ANNOUNCEMENT FOR A PROJECT

Ministry of Finance announces the issuing of the following projects (Paperless Office System – Kuwait National Guard) for International Consulting firms associating with local Consulting firms to carry out the required Consultancy Services according to the Following:

1) Qualification Requirements:

• Registration Certificate with the Ministry of Finance (Consultants Department), those who are not yet registered they can initiate the registration procedure during this prequalification process.
  
• Required Firm Experiences:
  
  1. General firm experience not less than 15 years in the Information Technology (IT) as Application and Consultancy Services Provider.
  2. Providing firm works for the past 5 years.
  3. Minimum Similar projects ( Paperless System) executed by the firm in the last 5 years and not less than 2 projects internationally.
• Information about all the Professional and Technical firm's Staff ( key Staff should have a minimum 15 years experience in the IT Applications, and knowledge in business process automation and workflow implementation).

International Consultants who comply with the above mentioned Qualification Requirements ( Item 1 ) are invited to collect the Terms of Reference (TOR) from Ministry of Finance/Consultants Department not later than 3 weeks from the Date of this Announcement during normal working hours between 8.15 AM to 2:00 PM . according to the ministerial resolution 100 for the year 1999, against nonrefundable fee of 100 Kuwaiti Dinars (KD).

2) Invitation For Technical And Financial Proposals Submission:

International Consulting firms are requested to submit the necessary documents mentioned in item I (Qualification Documents 3 copies) and item II (Invitation For Technical And Financial Proposals Submission) separately to the Ministry of Finance/Consultants Department during workings hours, within 45 days from the Date of this Announcement.

Note :

• Association Professional man-month Input should be 70 % International to 30 % Local.
• Technical and financial Proposals should be submitted in accordance to the Terms of Reference requirements and instructions
• The relevant data regarding the office experience and office staff (Qualification Requirements) should be filled in accordance to formats 1 and 2 .

• Proposals which do not comply with the above conditions will be disqualified and returned to the respective consultant .

Finally, any queries arising from this project should be submitted to the Ministry of Finance/Consultants Department not later than 30 days of this Announcement.
